The Ninth Edition of the ARRL Operating Manual Hits the Bookshelves:
The ninth edition of The ARRL Operating Manual for Radio Amateurs is no available for purchase. According to 
ARRL Publications Manager and QST Editor Steve Ford, WB8IMY, "This flagship book has had a most extensive update. 
About 80 percent of the book was completely rewritten." If you're an active ham radio operator, you probably have 
a story about your first radio contact. Many hams remember that experience even more than their first license 
examination. That's because operating is fun and exciting! This edition is the most complete book about Amateur 
Radio operating. It was written to help guide hams, both expert and novice, through the dozens of ways amateurs 
communicate with each other.

THE DOCTOR IS IN

This week, ARRL Letter readers are in luck! The ARRL's very own Doctor, author of the popular QST column "The Doctor Is IN," answers a question from his mailbag:

Question: Bob, W0FES, asks: Can you settle a discussion from our radio club meeting last night regarding the FCC requirement for control of our 2 meter repeater? One position was that, as the result of a change in regulations, our repeater control requirement may be exercised on its input frequency. The other position was that the repeater control requirement must be via either land line or by RF above 222 MHz. Which side is correct?

The Doctor Answers -- For this question we sought the expert opinion of Regulatory Affairs Manager Dan Henderson, N1ND. Dan says neither side has it quite right. While some of the rules changed, the rules still require that you have to be able to control the repeater some way other than via its input frequency. An example of why this is a requirement is that the control operator is responsible to ensure that the repeater is being operated legally and shut it down if it isn't. If someone is violating the rules and has captured the input with their 1500 W signal, you won't be able to shut the repeater down by issuing commands on the input frequency.

The rules change allowed auxiliary stations to operate on the 2-meter band rather than the previous requirement to operate above 222.15 MHz. The rules did not change as far as the ability to properly control the remote station -- in this case, the repeater. The control operator of the repeater must still be able to exercise control of the repeater. All that changed was the ability to use an auxiliary control link on a

different frequency band.  Look for "The Doctor Is IN" every month in QST, the official journal of the ARRL.

November News

Rapid City NWS and Black Hills ARCs

The Rapid City NWS and Black Hills ARCs participated again this year in the Skyward Recognition Day special event sponsored by the National Weather Service. The special event recognizes the contributions of the Amateur community to public safety with regard to inclement weather spotting and reporting. In 2002, the National Weather Service installed an antenna support on one of its towers for use by Amateurs during the special event. This has greatly reduced the amount of setup time needed for our Amateur equipment, and was put to good use again this year to support the Pennington County ARES group’s G5RV antenna. The ARES group’s IC706 transceiver & LDG100 autotuner were used during the event. Band conditions, in general, were poor. Although some CW contacts were attempted, none were completed. 59 total contacts were made, 22 of them were with other Weather Service stations across the U.S. The Weather Service personnel again put out the red carpet for our club members providing lots of Christmas treats during the entire event. Many thanks to Dave Carpenter, site manager, and the rest of the NWS staff for their hospitality.

NORTHERN HILLS AMATEUR RADIO CLUB

The November meeting of the Northern Hills Amateur Radio Club was called to order by Vice President Chris Stallkamp at 1930 on November 23, 2007, at the Sturgis Fire Hall in Sturgis, SD. Those present were: Chris WØADZ, Lloyd KAØADZ, Charles KCØUKC, Don KCØYYL, Dale WA1RJC, Bruce KØNLE, Jerry KGØGG, Carroll KØRXC, and Neal KCØZQD.

There was nothing new to report on the Public Service Event Schedule for 2008.

The club’s equipment inventory and insurance was discussed. Jerry will try to obtain what he can. Anyone going to the repeater site should record the type, model, and serial number of the equipment there for insurance purposes.

 Plans are being finalized for an ARES meeting in February, at Hermosa. Jerry is working on that. Chris discussed the status of the State Link Net on Wednesdays. Net Control Operators are needed, and at present there has not been any State Club to step forward to do the Net for the future. Chris stated there are about twenty check-ins each time and it is important for the Net to be continued. Net Control Stations are still needed for the Tri-State Emergency Weather Net. The Net was discussed, and it was felt there would be more check-ins if it was done at an earlier time in the evening. The UHF Northern Hills repeater has been fixed, and will be reinstalled soon. The APRS node on Terry is working, but is getting noise. Plans are to deal with the noise. There is no news on DARN until all the South Dakota clubs have submitted their names for Directors. Jerry is working with Harry WAØMFZ on developing an emergency call out list, and when more information is available, Jerry will report on it. A change in the membership dues and By-laws was discussed. It is proposed to increase the dues from $10 to $20 per year, and will be voted on it at the next meeting in December. The increase is necessary to meet the expenses on the repeaters, and for insurance. The membership dues will be for the term of October 1, to September 1, of the following year. The treasurer will record and report on when the dues of the members were paid. Notice will be sent to all members when their dues expire. Dale reported that he has eliminated the noise on the 76 repeater by removing the tone on the output. He explained the repeater and link setup, and its operation. Jerry reported that we need to post an updated copy of the license on each of the repeaters. Anyone going to any of the sites should contact him.

The meeting was adjourned at 2029.

Next meeting will be at the Sturgis Fire Hall. Lloyd KAØADZ gave a very informative demonstration on the tuning of the cavities with a spectrum analyzer. These cavities will be placed at Terry Peak on the APRS node.

December News

HOT SPRINGS AMTEUR RADIO CLUB

Our annual club supper will be on Saturday Feb. 2 at 6:00 pm. We will have it at Joel's Steak House, formerly Scotty's Restaurant. Lon, WS0V, and Sue, KA0FUI, have been appointed as our club DARN representatives.

PIERRE AMATEUR RADIO CLUB

The President appointed representatives to the Dakota Amateur Radio Network (DARN). They will be KDØS, Jim Z, Primary and WØRTD, Eldon, Secondary.

NORTHERN HILLS AMATEUR RADIO CLUB

The Tri-State Emergency Weather Net has net controls for every evening. The Pierre club will be the Net Control for the State Link Net on Wednesday evenings for the month of January and the South Dakota Amateur Radio Council will do the future scheduling. The dues for the club were discussed and motion was made and carried to increase the club dues. The following is the wording to amend the by-laws: "Dues for full membership will be $20.00 per year.
